Responsible for the overall direction, strategic direction and management of financial and ICT services of j Livings. Ensure the effective implementation of systems and processes respecting regulatory and legal compliance.

Contribute significantly to the strategic leadership of the company and to the performance of the organization as a key member of the leadership and leadership teams. Provide the highest quality of service to Council, colleagues, tenants and service users. Coupled with the highest standards of performance, financial management, probity, openness, responsibility and people management.

We retain an external HR consultant and have a retained HR legal team. As we are such a small team, I would prefer HR removed from this role. Likewise with governance, this would only concern financial matters.

Effective leadership

  • Deputy CEO
  • Work with the Board of Directors, CEO and management team to shape, develop and manage the delivery of strong corporate, strategic and financial business plans that ensure the achievement of priorities, goals and targets.
  • Attend Board of Directors and Finance Sub-Committee meetings to provide reports, information and answer questions on service related matters.
  • Foster an environment that produces the best performance for our people.
  • Plan and efficiently provide the resources necessary for the implementation of our strategic and operational plans.
  • Keep abreast of industry best practices through networking opportunities.

Financial strategy and control:

  • Responsible for delivering j Livings’ annual strategic and financial business plan, ensuring viability is regularly tested through scenario modeling, assessments and stress testing.
  • Responsible for the association’s treasury management strategy and policy to ensure flexibility in the availability of funding to support the achievement of strategic objectives and reduce exposure to any particular risk.
  • Responsible for the preparation of the annual budget and the management accounts process and the preparation of the statutory accounts.
  • Review, maintain and implement appropriate risk management and cash management strategies, financial regulations, borrowing and investment policies and procedures.
  • Ensure that j Living maximizes its income within the framework of legal and political constraints.
  • Develop and maintain effective financial control systems that ensure that the organization’s financial business plans are continually reviewed and that regular management information on key financial indicators, cash flow and operational performance is provided.
  • Ensure sound financial assessment of new opportunities and development of financial models for new or changed services provided by the organization.
  • Overseeing the purchase of goods and services in j Living, ensuring that VFM is provided for all expenses.
  • Liaise with internal and external auditors as required by responding to inquiries in a timely manner.
  • Ensure good relations with funders and assist in all negotiations as needed.


  • Lead the development and implementation of an effective ICT and digital strategy for j Living that supports mobile and agile working, customer relationship management that underpins excellent service delivery.
  • Ensure that the information technology function has an efficient infrastructure to meet operational requirements and ensure that risks are minimized by establishing contingency arrangements and disaster recovery planning.
  • Oversee the performance management of external ICT consultants providing VFM.
  • Work with colleagues to identify opportunities for software and hardware improvements and integrate them into the strategy and delivery plan.


  • Implement and positively promote EDI in all service delivery and employment practices.
  • Participation in services and all other relevant meetings is requested, whether inside or outside the association.
  • Works as a team, both internally and with partner organizations to achieve common goals and improve the quality of services.
  • Continuously strives to meet individual customer needs.
  • Influences, motivates and inspires others to achieve their goals and goals.

Health and security

  • Know and comply with safe work practices as defined by health and safety legislation

Other functions

  • Perform any other task requested by the CEO or other designated senior managers
  • Represent the Association to external bodies and at both local and national meetings, as appropriate.
